Talk talk slow router issue. Old wiring?

Hi

Am helping my elderly neigbour with her broadband connection which should be up to 20 meg and she is getting just over 1 via lan cable. No faults on line though slow router fault occuring during diagnostics (router firmware is up to date)

I notice the wiring is old bell wire running via 2 old junction boxes to a newer style master socket half hanging off wall.

Who is responsible for upgrading this wire and box and is it likely chargeable work?

Anything back from the master socket is Openreachs responsibility but in the first instance I would get into Talk Talk. They'll need a line test and will no doubt tell you the visit could be chargeable. If it is the socket that's faulty or the wiring is at fault there should be no charge.
