Tar / Bitumen removal

So having a white car and recently the road new my work has been "sprayed/stones glued to it" my car had a fair share of tar/bitumen or whatever other substance they used to glue the new surface in place

after washing my car this evening (rinse down / car shampoo) a fair few of these marks still exist on the surface, thus do I make up a stronger solution and redo the work or do I need to take another approach to remove then?
 
Excellent cheers fellas, as you can tell from my absence WD40 was out and tar removed, sections rewashed etc!

Now it shows all the scratches ;)
 
Getting close upto the paintwork on mine you can see how well it wasnt looked after :(

I have to say its probably a lot of work to get it back to a decent standard which I just cant afford (stone chips / scratches etc)
 
Cheers chaps, I'm not rushing out to get them looked at - first up I'll probably get it polished up properly see what it looks like then :)
