Task Manager not reporting CPU speeds correctly?

Just curious. Noticed a discrepancy between Taskmanager and HW Monitor.

My CPU is OC to 4.3Ghz. wondering why task manager is reporting incorrectly? Does it go on a % use type scenario and then just estimate speed from that?

Thanks, yeah I usually do . Never use Task manager but just happened to have it open to check my RAM usage and saw the discrepancy.
 
its down to power saving settings in the bios. to show oc clock speeds all the time there is some you need to disable.

does the same on windows 7 unless bios settings are disabled like C stepping or c state I think is one of them

I remember it was a hassle to verify that my CPU would ever shift gear to its maximum Turbo Boost frequency. I think writing the code to do accurate general-purpose hardware monitoring must be a bit of a dark art.
 
Windows has been doing this since windows 8. It just doesn't seem to see the correct speed of overclocked CPUs. Windows used to show my 2600k as being 5.9ghz O_o
