Taskbar colour cannot be changed

A couple of days ago I found a setting, somewhere, which allowed me to set custom transparency for taskbar etc. Since yesterday nothing I change has any effect on the taskbar.

If I set a different colour it will change Start menu, Windows etc but the taskbar stays the same. Same with transparency. Changing back to default theme doesn't change taskbar. The only part of the taskbar which shows the changes is the highlighted icon for the display properties window.

Any ideas on what I've screwed up would be appreciated.
 
In Windows 10 you can make start, taskbar and action centre transparent, it's in personalization and then colours, I can't remember for Windows 7?
 
Right click desktop>personalize>Colors
Scroll to the bottom>Show color on Start, taskbar, action center, and title bar

That's the only option.

Anything I change under the personalise settings has no effect on the taskbar anymore.

There is a setting, somewhere, which had an option to change taskbar transparency % in increments of 10% IIRC.

I had set colour to red with 80% transparency.

If I now got to personalise to change accent colour to blue and turn transparency off my taskbar remains transparent red. Start menu etc all turn blue with no transparency.

A search online showed one other person with the same problem but no solution.

Guess it's just a rare glitch.
