taskmgr + others not working

Yet again my computer crapped out on me and yet again I'm trying to repair 7 (not Windows fault, almost certain I have faulty hardware somewhere...).

I've fixed every issue I can find except this one; whenever I load task manager, event logs or anything else remotely useful I get the following error:

"C:\Windows\system32\taskmgr.exe

The application has failed to start because its side-by-side configuration is incorrect. Please see the application event log or use the command-line sxstrace.exe tool for more detail."

Running another sfc /scannow but I don't think that'll fix it, it's one of those few issues I've not come across before and I have no idea what to do to fix... I really don't want to have to reinstall Windows again, it's getting tedious now.

Short of copying those manifest files from another system I just don't think I'm going to get anywhere. Without sxstrace it's near impossible to figure out where the issue is for each application and there are far to many manifest files corrupt to figure out which update, if any, will fix them.
