I have HL2 but not installed at the moment but could you please tell me if i have HL2 and installed it again is it possible to buy Team fortress 2 threw steam.

You dont need HL2, you can buy it

i have installed steam but cant see TF2 to buy it just says coming soon so i take its not available yet ?

It's available to "Pre-order" which gives you access to the beta.
