I have just had delivered 2 xps studio i7 desktops with 64bit windows and the 256 3560mb Card. During windows loading up after the green loading bars the screen goes blank and goes into standby. It is the same on both units using 2 different monitors and there is no problem in safe mode, windows loads perfectly. Dell Tech support has no idea what is going on any ideas guys?

I would guess this is related to the fact that it's a 64-bit system but the video settings aren't configured properly for 64-bit.
Instead of the normal graphics device driver, Safe Mode uses standard VGA graphics mode, that's why Safe Mode works but trying to use the display system, i.e. graphics card, under 64-bit doesn't.
