Techniques Used to Create this Website?

Regarding this website:

How do you think the designer actually created the site? Would they have hand coded all the divs, or would they have used something like Dreamweaver, and how can you tell?

I can see that the design is div based, but how did they go about creating all the divs?

It's using Wordpress as a backend, either with a paid-for theme, or a custom-made theme.

Just look at the source code for clues. Most frameworks and cms' follow conventions on where assets like javascript and css is located. Shows the plugins being used and basically the quality of the code.
