Tell me about installing a secure external EV charging point

I live in a first floor flat. I am considering moving to an EV. I have a reserved external (but off-street) parking spot. Running a cable from my flat to my parking pitch is not an option. So tell me about your experiences of installing charging points. It will need to be weather-resistant and secure - I don't want neighbours using it. Not unless they pay the electricity cost anyway.

Whatever you connect will need to be on your side of it.

Why? Is having a separate meter that difficult?
