telnet to router

i want to set a custom target snr on my belkin router....i open cmd prmt and telnet to the network ip but i get a message saying windows cant connect on port 23....whats up?

It telnet enabled on the device? (obvious question i know)
Is it maybe listening on another port?

hum..i thought it was enabled by default...i dont se an option for that...i enalbed remote admin which made no difference
