Temp good ?

what are you reading it from? Try CoreTemp or Therma Analysis Tool (google is your friend) to get the real readings, not the motherboard sensor.

Is a core 2 duo E660 at 3.6ghz at full load 28'c good ?
i) It's below freezing around your PC.
ii) You have very efficient refrigeration in your PC, rather than cooling.
iii) That reading is wrong.

I'm going for (iii). I suggest downloading coretemp and seeing what readings that gives.
