Temperature query

Hi all, this is just something that has been bugging me for a while and just wanted to either find out wether it is wrong or right. I built my self a system last year, it is a V rampage extreme x99, 2x980ti, 5960x stock. And 16gb SuperLuce. My cpu runs at 35-40 under load with this https://www.overclockers.co.uk/xspc-raystorm-d5-rx240-v3-watercooling-kit-wc-303-xs.html. Is this the right range of temp?
