temperatures question from an absolute noob

Hi so ive built my first pc and everything seems to be working fine. O/s installes etc.
With my amd fx8320 and xfx r9 280dd are these temperatures normal/fine? 28-35c and 30-33c respectively at idle.
I use a raijintek aidos cooler in a corsair 200r case.
Also, is there a way of reducing noise levels when it comes to cooling?

Ideally you want to check the temps at full load.

How are the fans connected? you might need to install a fan speed controller or connected them to the motherboard, I tend to use a fan speed controller.
 
Just use the pc to check the temps, i.e. gaming.

You can run Prime or Furmark to test the cpu and GPU.
 
Thank you. What's the most accurate way of measuring temperatures across the cpu cores etc. i've heard BIOS does not give accurate readings. Is there a recommended program for measuing temperatures from someone with experience like yourself?
