Temporary network help

We're currently working as the M+E contractor on a new build school. Our sub-contractor has installed the Cat 6 and fibre cabling, but the active equipment is to be done by someone else. There's an issue with the equipment, so we've been asked if we can provide something temporary as we need the network up and running to commission the BMS, CCTV and access control.

We have a main server room, which is connected by OM3 fibre to two hub rooms. We'll need active ports in each of the rooms and we'll need to do it cheaply and quickly if we can.

I'm assuming that we'll need a switch with two fibre ports in the server room and a switch with one fibre port in each of the hub rooms.

I've had a look round and found the Netgear GS110TP which looks like it would suit.

Can you tell me please,

1) Are my assumptions above right?
2) Is there a better solution to do the above?
3) As this is a layer 2 switch, do I still need a router?
4) If I don't need a router, how difficult is it to set up the switch?

Probably only two PC's, a couple of BMS control panels, 10 cameras and some access control equipment, but it doesn't all need to be plugged in at the same time as it's only for commissioning. One of the hubs is directly above the server room, the other is on the same floor as the server, but about 80mts away.
 
Depends.

What is the existing equipment, what is the issue? (Could be a loop causing issues?)

Are vlans required or currently in use?
 
There isn’t any existing equipment, it’s a new build and the permanent active equipment hasn’t been sourced yet.

All of our kit is to be on a single ip range which I would guess will be a VLAN when the school is up and running with their equipment attached, but doesn’t need to be for us to get it up and running and commission.
