I see you are running CrossFire then. This is very simple to help you with.
Firstly, look the image below! Do you notice the space between the cards?
The reason the top on is getting hotter is because as you see from the image, the bottom cards fan is totally unrestricted so it gets the air the fan needs to push into the card to keep it cool as there is nothing blocking the fan.
The top card has the bottom card directly underneath it, blocking a lot of air that could be pushed into the top card by its fan to keep it cool. This is a very common problem with CrossFire and Sli users. There are only 2 real ways to keep the temps down in the top card.
Firstly make sure you case has a side fan(s), as this will push air directly onto the cards, giving the top card some extra air being pushed onto the PCB and some extra air that is being forced inbetween the gap between the cards, giving the fan some extra air to push through the card to keep it cool. Plus with the bottom card giving off so much heat, there is basically no cool air, only hot air getting into the top card. And as you see with the Cooler Master HAF 932, it has a side fan pushing air directly onto the GPU section of the case.
The other thing you can do is to buy the
Antec Spot Cool which is a flexible fan that attaches to the motherboard plate via one screw and can be bent to be positioned straight over the GPU core between the CPU cooler and the top GPU like so. And at around £14, you cannot complain! They are great coolers!
