Tenancy agreement not signed by landlord, is it a valid contract.

For reasons unknown my LL has not given me a signed copy of my tenancy agreement this year, my renewal was also issued alongside a S21 which has never happened to me before.

If I have a copy just signed by me, would that be accepted as an agreement with my landlord for legal reasons or is it a case of a one sided contract of which he could claim to have never issued it?

I have been waiting almost 2 months at this point, the couple of times I queried it was vague excuses like too busy, or needs to be approved, whatever that means.

The S21 expires the day before the start of new tenancy. Was issued with about 4 months notice.
 
Apparently the S21 was in case I didnt return the form, as they had issues with tenants just ignoring the forms to buy time, and so they told me its now their standard policy, and the staff member I spoke to says now they have my signed tenancy the S21 wont be actioned. So I didnt think much of it, but now that they not sending me the signed copy, I have become concerned about it, so I hope that bit of extra info helps clarify the situation.

My previous contracts are not auto renewed, most of the recent one's were 10 months, then I would have 2 months rolling where I was expected to agree to the next 10 months on a new contract, but last year they changed it to 12 months. So my current contract is still going alongside the S21 period, and the new contract will start the day after the old one ends.
