I have 3 separate sites running server 2003, only connections from new computers are being accepted. Any computers that have previously connected will not connect at all
Looking at the terminal server licensing, if I try to add licences or activate the server again, I get

I have looked up the messages, checked the related MS articles and have had no luck in resolving. And all my 2003 servers seem to be doing the same (all are installed on various sites)
Server 2008 seems to be working correctly. I don't think it is a server issue because, why would unrelated servers all have the same problem, at the same time. But if it was a Microsoft central licensing server issue, other people must have the same issues.
Servers are HP ML350 (G4, G5), mcafee virus scan enterprise, auto updates are turned off
Has anyone else had any problems connecting to Microsoft's licensing servers in the last few weeks? Or did I miss a memo from microsoft
