He's really not. Look here. If he was correct an i7 975 would massively outperform my cpu. There's a difference of 1 fps.

What he's saying WAS correct when the game was released, but your forgetting Moore's law. These are the cpu's people were using when GTA4 was first released.

GTA4 runs exactly the same with my CPU at stock, as it does at 4ghz, the only difference is the usage sometimes creeps up a little higher. If I disable one of my graphics cards, the performance drop is huge. No games are that cpu dependant no matter how badly coded. The bad coding is evident by the fact it demands super-powerful GPU's, to produce fairly mediocre graphics by today's standard.
 
Get an xbox.

Even when i had my 5870 it runs and looks much better on my 36" tv from a xbox.

GTA IV has to be one of the worst games I've seen on console compared to its PC counterpart in the history of multi-platform gaming. The frame rate also drops like mad when anything remotely interesting starts happening. At least on my PC, I can have everything on High (Very High settings are pointless) at 1680x1050 and maintain 45+fps quite easily, even when a few dozen cars are blowing up around me while being gunned down by an army of cops.
 
What ever you do don't install anything above patch 4 as that killed the performance for me. That isn't an option if you have the steam game unfortunately :(
 
I have a Intel i920 running at 3.5 Ghz on gigabyte board with 6gig memory 2 gtx280 SLI with a 120 gb SSD drive , run it at the max settings resolution is 1920 by 1200 everything turned on in game it looks like a photo and plays Great.

also running Windows 7 64 bit.

In my experience this game does tend to run better on Nvidia cards rather than ATI, with my 4850 the only way to avoid an "out of video memory" crash 2 mins into the game was by doing memrestrict. My nvidia card runs fine.

Just a case of doing loads of tweaking in display options to optimise the game for each individual system.
 

I have a 32" Samsung TV and with Xbox GTA the Graphics are **** poor compared to my PC setup, Never have Problems playing it on my Nvidia SLI setup , in game visual always looks Photo Realistic :-) all settings MAXED lol
Do love the people who post **** statements :D
