testing a mobo out of the case

i bought a second hand mobo, cpu and memory module off MM, the chap says he tested it ok when it arrived here but i cant get it to post.

i dont know if there is a problem with the way its mounted or if there is a problem with the power supply, can i test the mobo lying flat on my desk, then i can try my own power supply off my pc but i dont want to dismantle my pc

so can i test it on the desk or does it need to be secured to the case to work ?

if the green light on the mobo is lit does that mean there is no problem with my power supply ?
