Testing software for a mobile website

We're doing our own amateurish development of a mobile site using Oracle's APEX to add mobile functionality to some of our (legacy) backoffice systems.

Does anyone have any good software tools for simulating/testing what the website will look like on mobile devices - android, iPhone, tablets, windows mobile etc. ?

Trying to encourage our developer to look around for tools but his default answer is "buy me an iphone, an ipad and an android device or two".

I'm not a web developer, but I'm sure there must be something we can purchase or open source for this kinda thing.

But in some respects he is right. Emulating the environment can only ever be so good. You can't judge the interaction elements as well, or discover any weird bugs that may befall a project.

If your going down the emulator route, have a look at https://www.manymo.com/

if your going to get devices look at http://vanamco.com/ghostlab/

We use http://www.browserstack.com. Works like a charm although I admit we focus on browser versions rather than the mobile emulators - but they do work well.
