I have a Lumia 640 and tether it with a tablet. Giffgaff is the mobile SIM.

Sometimes. No, most of the time, tethering is rubbish. Slow and drops.

Is it because windows phone is not as good as an Android phone for tethering? I ask as I am thinking of going Android soon.

I need to tether at the moment as no internet in bed sit. Any recommendations to the best for tethering? I am going to get an Android with dual SIM.
 
I still tether using my Lumia 930 on EE T-mobile (all you can eat data, but limited to 3g), no issues with dropouts and when at home devices try to connect to it due to the stronger local signal. Sit the phone wherever you get the best signal and don't move it, should reduce the dropouts.
