Do you use the firewire? If not, go into the BIOS and disable it there. It should be an option in peripherals section (depending on motherboard model). If you also have a firewire card, then this could be faulty.
If you do want to use the firewire, boot Windows into safe mode (press F8 after BIOS screen and before Windows loading screen), and go into device manager and try deleting all entries. when you reboot, it should reinstall them all.
Otherwise it could be another device which is using the same resources. Check any new hardware you have installed as to whether it requires specific memory address range or IRQ, and then check the BIOS to see if you can change these settings for the firewire port.
