TF2 servers showing populated when they aint

I was wondering if anyone else had this problem? Loads of servers are showing population of 30 or 31 out of a max 32. When I join the game its just me on my lonesome! (On filters its ticked 'must not be empty' or something like that).

Anyone else having this problem - very frustrating!
 
Isn't this when the admin has set fake clients to x. It is frustrating I must admit, but I have 3 favourite servers that don't do it and therefore it doesn't effect me :)

Did Valve implement that or is it some kind of server mod?

yup, that'll be it!


There's a server mod that makes the server appear populated, created so that people will join servers that are actually empty.
It's incredibly lame, and I wish valve would force all non-completely-vanilla servers to the custom tab.
 
If you look at the server details before joining, is there actual fake player names too? Bit of a give away if there isn't...
