TFT Monitor Issue

Recently my TFT monitor stopped working, but I'm unsure whether it's the actually monitor that's knackered, or if it's the AC Adapter.

When I plug the monitor into the mains, a green light appears on both the monitor and the AC Adapter, then after roughly 3 seconds, both lights go off and there's no power going to the AC Adapter or the monitor. After the lights have gone off, pressing the button on the monitor does nothing. The lights wont come back on unless you wait for a few minutes, then flick the switch at the mains again.

Is anyone able to tell me whether it's the monitor or the AC adapter that is knackered?

This might be a far-fetched suggestion - do you have a voltmeter? If you do, you can test it on the nozzle of the AC adapter. Check the adapter's rating first, which should be written on the 'brick' section of the adapter. Something like 19V. When you connect it to the meter, you should get a reading of usually within ±10% of the stated voltage if it's working. Then keep it connected for a minute and if the voltage stays level, then you have a functioning AC adapter and it means that the monitor has popped its clogs.
 
Unfortunately I don't have a voltmeter. I do have a similar type of thing that registers how much life is in batteries (AA's, AAA's etc), guessing that wont be any good lol?
