'That' Wordpress layout plugin

As I was browsing around the other day I found a page detailing a new plug-in for Wordpress that was released with v3 - it made it look really simple to turn Wordpress into a fully fledged CMS, and allowed you to play around with the design (menus, stylesheets, pretty much everything) in the admin GUI.

But now I can't find it again :p This ring a bell for anyone? I thought I'd bookmarked it but can't see it :(

Hmm, from the screenshots posted it modded the 'Appearance' part of the admin GUI. So where you now have the option to make custom menus, it took it a stage further and allowed you to basically customise all parts of the site. By that I mean both the style and the layout, so where comments would go, etc.

Already have done - nothing found for either wordpress or plug-in or layout :(

It's a relatively new thing so hopefully it will have stuck out in somebody elses mind and they were clever enough to bookmark it :p
 
It wasn't called Starkers was it? Where all the CSS is removed so that you have an entirely blank canvas to make a new theme from?

Though it does sound like an actual theme you can readily adapt rather than a bare bones theme that you build on that you're looking for.
