The most annoying character that comes to my mind is Norton Mapes, the overweight Armacham Computer Engineer in the first F.E.A.R game.

Yes, I really should, but I'm awesome at my job so tend to finish everything in about half the time allotted. I've put off all the extra tasks I could do until later so I have something to occupy me this afternoon

And yes, I read that bit, but I was more thinking of who those 12 NPCs are. I'd be disappointed if Tingle from Wind Waker and that stupid arena fan from TES: Oblivion weren't included in there somewhere.
