Ladies and gentlemen, your goal is to create the most powerful gaming system you can with £400! (Although a couple of extra pence doesnt matter) :p

Here be the rules:

Must include windows 7
Must include keyboard and mouse.

To actually get something worthwhile I think you need to spend a bit more, closer to £500. For example.

For £400 your best bet is something along the lines of AMD Llano but this will restrict your future upgrades though.

If it was my money I would get the first system without the GPU and save up for a 6850 and add it later.

That might be the best course of action. I dont mean to be cheap, but im a student lmao xD

Only problem with that though is that im a complete noob when it comes to the practical areas of pc's. I know the theory, but i'd be terrified to touch anything inside lol.

So are you not going to be building it yourself?

It's quite straight forward, with plenty of guides to help.

Well if you are a student then you could get a student discount copy of windows 7. for £30.
 
As your a student, try contacting your IT department at your college or university for a start. Another place to look at is Software4Students (not sure I'm allowed to mention it, but it's not really a competitor to OcUK), they have upgrade versions of Windows 7 Professional and you may be able to use them (Google this). Unfortunately they've recently stopped selling the normal (non-upgrade versions). Stulids build in #2 is also very good as it does allow some sort of upgrade path in the future where as with a Llano build you will be somewhat limited.

Here's how the Radeon HD6850 compares to the 7750.
