The 5600X Cinebench is stuck at 3.7GHz

My R5 5600X CPU stays at 3.7GHz when running Cinebench tests. In games, anywhere, programs etc. there is no problem. This only happens to me when testing Cinebench. That's why I can't test the temperature.

you have set and hit your 75w PPT limit.

go into bios and PBO setting, find the PBO limits and set iot to motherboard.
