In fairness the rules were posted over half a decade ago, I doubt many people start the thread from the beginning so you will always get people doing it who don't know they're doing anything wrong.
Maybe it would be worth putting the no quoting images bit in the title like the no posting attacks bit on the Ukraine thread title /shrug.
