Ok This now works.... I contacted MSI and the instructions on the website don't tell you this but this is the procedure:
Download "lower temperature" bios on MSI Website and extract zip file.
Right click and run the .exe file as administrator.
once the program has finished and the dos(cmd) box has disappeared reboot PC.
Re-install your nvidia drivers, ensuring select manual and to tick the box for "clean install".
Reboot the PC.
Now the newer bios will kick in.
I am pleased because even though I aim for quiet, the default fan profile could be more aggressive and still be quiet with better temps
This fixes that and retains the fan stop at non load temps, as a compare running furmark until temps leveled out:
Stock Bios temps peaking at 70 deg with 41% fan speed.
"Low Temperature" Bios temps peaking at 63 deg with 47% fan speed.
I also noted the fans spin up at 55 deg now instead of 60 deg.
This is a better fan profile IMO still qiuet but maintaining much nicer temps
