No vesa mount though. Which is my only concern.

I'm also interested in this question and was wondering where that 23" Dell is less than 200, as I can only see it at 260? Also I'd be doing mainly gaming on it, so is the 8ms not advisable or is 2-8ms pretty negligible?

You wouldn't notice it probably and yes most 2ms - 5ms aren't all that unless it has overdrive.
