What in your opinion is THE best cpu cooler, be it AIO liquid or air.

Forget custom loops and phase change

For a heatsink cooler Cryorig R1 Ultimate - pretty sure it beats the offerings from Noctua and Phanteks. I imagine one of the high end all in one water coolers could maybe just beat it though.

the noctua d14 and thermalright silver arrow are among the top end imo

have both of those and they work great,decent chip regarding voltages and thermal paste helps aswell,aswell as case ventilation

d14 fitted with quieter/slower rpm akasa apache fans cools a 2700k @4.8ghz,temps don't go above 79c on hottest core

silver arrow cools a 3770k but delidded @4.8ghz,temps don't go above 75c on hottest core
