Air is almost always cheaper, and can generally be quiet enough. Keeping sli gtx580s quiet on air cooling will be a bit of a challenge though. The best general solution I've seen recommended is to get long monitor, ethernet and usb cables and put the computer in a different room entirely

I have surround sound cans :cool:

The twin frozr IIs are generally pretty quiet. I know that obviously with 2 it's going to generate a bit more noise.

You can have a near silent loop and have a great overclock you just need more rad to disapate the heat that stronger noisier fans would have removed. I can maintain 4.2ghz on my loop (cpu and gpu) with my fans at 600rpm and get excellent temps. It's just important to pair components well if your speccing for a low noise loop, why i opted for the low fpi sr1-420 as it allowed bigger (140mm), quieter fans to be used but still shift a decent amount of air.
