the differance between ANPR and saftey cameras

however I have seen speed camera vans with two rear opening windows..... dont figure

How do you know it was a speed camera though? Two windows nearly always means ANPR. The main clue though, is police vehicles parked up ahead of the van (usually around a corner somewhere).

because the driver receved a ticket for speeding and the photo had the two of us in the car pointing at the van......

i have to agree the anpr is a good system however its very easy for the cameras and softwatre to be used to toll charging... see london cc for example, red ken installed all the cameras and told the masses they were for crime reduction... then six months later he mentions congestion charging. it makes you wonder
