Though I do have a question about the Vulkan bit, on the old TG they had to test that on some F1 track in the middle east as it was too loud for the UK, but Grand Tour managed to test it in the UK, any ideas why?

Because it's not really too loud for the UK. It's too loud for most road-car track days, but it'll be fine on race/test days. If TG/TGT are hiring a track for a day, then I'd imagine the noise constraint agreement they'll have will restrict that day to a typical track-day noise level.
It's a bit sad really. Many pre-existing tracks in the UK (see Brands Hatch as one of the best examples) which were built far from any housing. Since then, housing was built near to the track, after which noise complaints to the council means they restrict the noise and/or days the track can run.
No such concerns at many tracks in more sparsely populated countries around the world.
