My iOS 16 is only 2.16GB upgrade. Sod it people say it's stable so I'll jump in.
I'm not sure what the confusion is?I’m sure this makes sense to someone at Apple
Why would you not go to 16? And if you have a compatible device why wouldn’t it make 16 the primary choice and 15.7 as the alternative?

It means they are not forcing users to update and it's optional. Some people may not want to jump in just like I wasn't going to. Going to 15.7 first might be a better option for some.
I know a lot of people that wait for the xx.1 to drop before upgrading, plus, I'd imagine it might be forced on managed devices until IT teams can fully test the 16 RC.
Apple have always done this especially with macOS, Software Update does just that, it shows you the latest available release for the major version you're running, in the past you used to have to go into the App Store to get the latest big OS release. It's the same if you're on Windows 10 IIRC, 11 is an optional update.

Correct. It's iOS, not iPadOS.
