VID is the default vcore for that particular chip, generally the lower the better but there are exceptions.
The lowest i believe there is so far is 1.200v but can be as high as 1.325v.

Does the board try to boot two or three times after saving the BIOS settings? It sounds like it's recovered from a bad overclock if it's still at stock settings when you get back into Windows.
