It says on there that its from the 2005 Developers Conference.
 
Looks quite interesting. Its not going to be a game, nor is it like the steam portal.

From what I understand its just a concept for game environments in the future, being able to dynamically change objects and full interactions with the environment. The aging system sounds very cool also.

It'll be interesting to see a small game/demo using this method. Don't think it'll happen on a large scale for some time though.
