The first I heard of this was at the end of the "Meet the Pyro" video. Looks like it could be pretty good once released, may get to see more videos set around the universes such as the Left 4 Dead and Team Fortress 2 universes.

Oh how I'd love a bash at that, it's the kind of thing I've been hoping to see for bloody ages now!.
Watching the tutorial videos reveals it isn't too far removed from existing video editing software like Adobe Audition etc, except it's built on the source engine.

Way cool!
