This really really annoyed me, since I absolutely cannot stand image tearing in games. Basically since SP1 it's been impossible to enable vsync/triple buffering on games that don't have an in-game option for them, at least with nVidia drivers. Apparently there's been some new power-saving optimisations involving vsync in the update that's more than likely related to this.
Anyway, I finally found out a workaround with our good old friend RivaTuner. If you open up explorer, browse to the D3DOverrider folder inside the RivaTuner directory e.g:
C:\Program Files (x86)\RivaTuner v2.06\Tools\D3DOverrider
and run the .exe. Make sure global profile is selected and check the appropriate boxes at the bottom are ticked; also make sure it runs on Windows startup.
Tada! Vsync is now working on unsupported games under Vista SP1.
