The witcher forge swords

Meteorites can be forged into steel swords, and runes can be placed in silver sword but how
I have been playing for weeks but still cant get this done ,I give the guy a gem stone he says" I will see what I can do " but he does nothing the only option seems to be to sell or buy weapons or runes /mets ,have tried clicking and dragging etc. ( I have more than 3 of each )

Meteorite swords are not an upgrade of your current sword. When you go to the smith with the meteorites he will forge you a completely new sword; the option to buy a new sword is simply an option to forge a new sword with the rocks you have supplied him with.

Runes, I'm not so sure of as I always stick to the silver swords you are given as you progress though the story (I honestly don't think it's necessary to buy improvements on your silver sword).
