As mentioned, you cannot spot reduce weight, you just need to loose body fat. The area it's stored in most is dependant upon the individual. Some quick keys to good weightloss:
-Wake up earlier. BEFORE breakfast, do a high-low intensitity workout. That is to say, spend around 40 minutes following something like an 8 second 90% effort sprint, 12 second 10% effort jog. Switch from one to the other every 8/12 seconds for the 40 minutes.
-Eat small, low calorie, balanced meals, at regular intervals. say 6 meals, one every 2-3 hours.
-DON'T drink your calories. This means little or no alchohol, NO fizzy drinks, NO fruit juices, nothing really that gives you calories through liquid form.
-WEIGHTLIFT. The most underated method of weightloss I see. When you weightlift, you raise your metabolism. Your muscles also begin to require more calories to sustain themselves.
Ultimately, loosing weight is about achieving a daily calorie deficit that isn't too extreme. Eat less calories than you burn.
She should be aiming for about 1-3lbs of body fat per week. Oh, and don't do the crash diet thing, you'll stack it all back on when you eat properly
