Thermal Pads

"frag tape" style thermal stuff is definately sticky, its basically double sided sticky tape. Those grey thermal pads which come in 0.5mm, 1mm, 2mm etc are quite tacky but almost certainly couldn't be relied upon to permanently hold a ram sink in place by themselves. I certainly wouldn't trust them to at any rate.
 
They are gap fillers and not meant to permanently stick the thing down!

Just look for seome decent stuff! Overclockers sell the Akasa stuff which is good.
