What is the best size of thermal pad to put on a 17 core for a desktop cpu also same question for a laptop I was thinking for the laptop
30 mm, 30 mm, 0.5 mm
But not sure if its right as for the pc no idea or should I just go with the Thermal Grizzly Paste
 
Pads don't perform nearly well enough. They're used for lower power components like MOSFETs.

Thermal paste lasts a long time - easily 2-5 years in a desktop. It's worth cleaning, dusting and repaste good laptops for optimum cooling every 1-2 years but even then that's not critical.

Untrue, and irrelevant. Use thermal paste.

Pads are rubbish performance wise, they've not been used by PC manufacturers since the Pentium came out... They're fine for lower output components like chipsets and mosfets.
 
Just done my annual cooler clean up and re paste on my R5 1600 on its stock cooler, Artic silver 5 and its idling at 36 degrees and 62 when gaming hard :)
