thermal paste on cpu

not in the usual sense but i have just removed an opteron 148 from my old system to find paste in the pins. can this cause any problem for re use?
also noticed some scratches and a little chip on the top, i mean none of this matters too me now i dont use it but if i was to pass it on, would it create any problems when used?
 
Some paste will be conductive - best to get some IPA and clean it off with a toothpick or similar technical utensil ;)

When you say it has a chip on the top do you mean the IHS has been removed? If so then there it could be FUBAR - only way to tell is to try it.

If the chip is in the heat spread then you could be ok. Thermal Paste like AS5 will fill the hole nicely and prevent any air pocket issues. Llike mentioned above though, if it's in the small rectangle in the centre of the CPU, cances are its borked.
Try and take a photo if you can!
