ThermalRight SI-120 not getting hot , poor contact ?

Hi there i have an SL-120 with an Akasa orange silent fan cooling it.

My motherboard is recording the temp as 60C under full load using mbm5 and similar in the bios.

But the cooler is not hot to the touch , even the heat pipes aren’t hot. barely warm to be honest.

Is this normal on this cooler ?

It must be making contact as i cant see it running at 2.9Ghz if it wasn’t.
 
A friends Opteron 146 @ 2.8GHz, 1.50-1.55V cooled by an SI-120 with an Akasa Amber @ ~1100rpm gives reported temps of 32-33 Celcius @ Idle, and 38-40 Celcius @ Full Load.
The case is well ventilated and the Motherboard is an Epox 9NPA Ultra.

The fins, heatpipes and base never feel anything other than slightly warm when at full load, and when its idling the whole assembly is almost cold to the touch.

If you stop the fan however, it's just a matter of a minute or so before the fins and pipes become very hot, so we're pretty sure it's doing its job correctly :)
