If i throw one of these onto my Powercolor 4850, can I run it fanless, or will I still need a fan ???

An if so what are the Akasa 120mm Fan s with the built in thermal regulator like ???
 
It will need fans, but you can use near silent ones safely. The xilence redwings are almost impossible to hear on 5-7V and not annoying on 12V.
