Think my secondary computer is kaput

So my other half powered up our secondary computer yesterday, my old build, I got a call from the other room asking why it wasn't doing anything, and upon investigation it seems to have bitten the bullet.

When powered up the CPU and GFX fans don't spin, there's a slight kick to get them moving but they never actually spin, the HDD and optical read LEDs are freaking out like crazy and there are no beeps from the mobo at all.

I'm guessing the motherboard has gone, but wanted to check that I'm not instantly misdiagnosing and there's something else that it could easily be based on the symptoms?
 
Thanks for all the advice guys, I'm quite ill at the moment and not sure how well I'll handle crouching over the computer for however long it takes today, she's happy to use the laptop for the time being anyway.

The mobo is a Gigabyte P35-DS3P, about 5 years old and been running an e6420 @ 3.4Ghz for the entire time.

I'll go through the suggestions, clearing CMOS first then taking a look through your post jpod. I'll do so over the next couple of days when whatever bug I've got wears off a bit.
