This an active DP adapter?

Wanted to check if this adapter is an active one. It's described as active in the details section but the cheap price suggests otherwise and I am wondering whether its been mislabelled.

If right, it is very good value compared to the rest of the market where the cheapest I've seen elsewhere are at best £15 +
