This device cannot start error

After my 6800GT died, I used Driver Cleaner Pro to uninstall all nVidia driver then installed ATI 7000 with Catalyst 6.1 it worked fine until I got my replacement HIS Excalibur X800XL VIVO ICEQ II. It keeps saying "This device cannot start Code 10", I tried everything but nothing has worked so far.
Has anyone got this problem before? What did you do to fix it?

you did uninstall the drivers (ati) after replacing the 7000 with the x800xl?

Yes, I did uninstall all ATI drivers then started a clean install again with the X800XL.

Never had this problem but maybe try a different catalyst version, to see if they work?
